this court did not file for summon whoever backed into my car and fled because police took too long to show up we were the only witness so its "hearsay" Obviously becomes my fault. and causes for no summons to the other guy even with the license plate we had. so I m guessing its perfectly fine if you hit someone and run away as long as no one else beside the driver sees you then you are good
